Implement MILFP in scipy

I opened a ticket on Github on implementing a Mixed Integer Linear Fractional Programming solver in scipy

I think this would be fairly easy to do in pure python building around the existing HigHs solvers for linear programs, and MILP. In fact, I already have a working solver for MILFP. I was recommended to submit the idea for discussion here, however. What do you think?
