Array API in SciPy blog post

Hi all,

I have written a blog post about my work on adding support for the array API standard into SciPy. You can read it here: The Array API Standard in SciPy | Labs .

The project is about supporting other types of arrays/tensors, like PyTorch and CuPy, in SciPy. I hope that my post will be useful for any maintainers who wish to learn more about the project, and any contributors who are interested in helping to make progress towards the tracker issue .

The post discusses why the project is important, what the array API standard is, and what it looks like to convert a submodule of SciPy.
