Hi team,

I've created another RFC, https://github.com/scipy/scipy/issues/19481, to
discuss making our vendored copy of Cephes a header only library to support
the effort to make the special functions SciPy provides header only and
NVCC compatible. Feel free to join and share your thoughts.
