Hey SciPy Developers,

I've submitted a PR adding an average_time metric to the global optimizers' Benchmark. You can find it here: https://github.com/scipy/scipy/pull/20006. It's received positive initial feedback but seems to have been sidelined.

Could someone take a look and push it forward?
