ENH: stats: add lmoment and power

Hi team,

There are two (unrelated) PRs which would add new functions to
`scipy.stats`:

- gh-19475 <https://github.com/scipy/scipy/pull/19475> proposes `lmoment`,
a function to calculate sample L-moments, an important step toward
implementing method of L-moments for fitting distributions to data. This
has been on the roadmap
<https://docs.scipy.org/doc/scipy/dev/roadmap-detailed.html#scipy-roadmap-detailed>
for a while, and came up again in gh-19460
<https://github.com/scipy/scipy/issues/19460>.
- gh-19651 <https://github.com/scipy/scipy/pull/19561> would add `power`, a
function to simulate the power of hypothesis tests. Authors of
`statsmodels` and `pingouin` indicated in the comments that it would be
useful.
