Building scipy from source Error

HI team,
I am unable to build scipy from source for WINDOWS_X64 Platform .
official doc I followed--> https://docs.scipy.org/doc/scipy/reference/building/windows.html#building-the-released-scipy
Can you tell us how to fix this??
