New report mailing list

As many has pointed out, raw build reports tend to be annoying in
large quantities. Therefore, a new list has been constructed:

Please post any comments on the reports to to snake-farm. At the
moment, posting to the -report list is allowed for everyone, but
please make an announcement before you add your own Python-building
machine to the posters.
