When i add C:\Python24\Lib\site-packages\_spe\plugins\winpdb
to the Path Environment variable then i can start winpdb from any 
directory (Working directory) out of the 'DOS shell' like

_winpdb.py -t File.py

and surprise, the *.pbl files are there, where they should be (In the 
Working directory).

Try this from another directory (eg the site_packages/_spe directory, then
you mimic SPE) than the file directory:
_winpdb.py -t -c path/file.py
