I did just get it to build,  (swapped the deb-source _spe dir for the svn one)

but the version is
$ spe --version
SPE v0.8.2.a (c)2003-2005 www.stani.be

which is the same as http://prdownload.berlios.de/python/spe_0.8.2a-0ubuntu2_all.deb

did I screw something up, or is the svn version still at 0.8.2a?
