I've just checked out r243 from the repository and I'm running on Windows XP, Python 2.5.1, wxPython 
2.6.4 Unicode.
When I run the application, with or without parameters I get the following message in the output panel:
C:\Python25\python.exe: can't open file 'C:\Documents': [Errno 2] No such file or directory
Script terminated.

I investigated the problem and the following patch fixes it, there's no need for the 2 doublequotes 
as they're already added in info.path()
