Document trac-post-commit-hook functionality in svn-dev policy

Twisted uses the [http://trac.edgewall.org/browser/trunk/contrib/trac-post-commit-hook trac-post-commit-hook] to enable ticket updates based on svn commit logs. Would be good to document this in [source:trunk/doc/development/policy/svn-dev.xhtml] so Twisted developers can take advantage of this functionality.
