Windows installer does not uninstall all files

With Twisted's 8.2.0 Windows installer the uninstall routine leaves behind files in Scripts\ in the Python install directory. In particular it concerns these files:

 * lore.bat
 * manhole.bat
 * mktap.bat
 * tapconvert.bat
 * trial.bat
 * twistd.bat
