I have no idea. If I remember correctly, there have been reports that
VPython works on Windows 8, so that wouldn't seem to be the problem. Some
suggestions:

(1) Update the graphics driver (though with a brand-new tablet this
shouldn't be an issue).

(2) Try running from the command prompt, which sometimes gives additional
information:

cd Python27\Lib\site-packages\visual\examples
C:\Python27\python bounce2.py

(3) As suggested in the download page at vpython.org, "In the folder
C:\PythonNN\Lib\site-packages\vis, edit the file site-settings.py to
disable the use of shaders."
