	Resending with x-noarchive turned off... I suspect the OP is reading
via Google Groups, and GG basically kills off anything with x-noarchive
immediately, rather than letting it sit a few days.

	Are you running an elevated command shell? Even with admin privileges
the normal shell runs as a plain user. An elevated command shell will have
a title bar that looks like:

Administrator: Command Prompt.
(and opens in C:\Windows\system32)

	For the most part, admin privilege just means you don't have to enter a
password for UAC prompts to enter elevated privilege levels. An elevated
command shell triggers a UAC prompt.
