If you click on version 200, for example, you'll see there is a file "pywin32-200.win32-py2.3.exe". Download it and execute it. It will install itself in the proper location, which is stored in the registry. And, as a rule, it's considered rude in a list like this to say "please don't ask why". It may not be the case for you, but very often we get very specific off-the-wall questions that arose only because the asker took a wrong turn several steps ago.
