Release 0.9.0b3

Hi!

The third beta version of 0.9.0 is online at 
https://sourceforge.net/projects/wxglade/files/wxglade/0.9.0/

The main changes from previous betas:

  * highlight buttons in Palette window
  * fix some issues with Drag'n'Drop in Design window
  * fix some issues around GridBagSizer
  * small tutorial improvements
