Babel configuration

Hi there!

I would like to submit a pull request for a minor generator extension 
for Python. This would include extending the Babel translations.

However, when I look at the directories "po" and "locale" I am a little 
confused because the languages do not match in both directories. Also, 
when I use pybabel to update the file po/messages.pot I get a new file 
which is completely different from the current version so that diff has 
a hard time keeping track of the differences.

What am I doing wrong? Or has po/messages been updated manually for a 
long time? Thanks!
