I have tried to reproduce the problem with the disappearing dialog 
design window.

I can't see the problem, though. This is with Python 2.7.10 / wxPython 
3.0.2.0 and Python 3.7.4 / wxPython 4.0.6 on mac Os Mojave.
The design window will become rather small, but it's still on top and 
visible:

You can avoid this by setting a defined size, which you can remove later.
