wxPython Phoenix is still in development and I don't think it would be a 
good idea to have on PyPi at this point, however you can still install a 
current snapshot of it using pip.  Just make sure you have a current 
version of pip and setuptools, I currently use 7.1.0 and 12.2, 
instructions to install you can find here:
