I get what you're saying, but I don't think these groups will contribute funds or volunteer their time to help us get there. By demand I was talking about a strong desire to see something happen, to the point of being willing to help make it happen. That's what makes open source projects run.

Agreed. Becoming experienced enough to act as a reviewer usually takes at least several months of contributing, exploring the project code, etc.
