can't install Phoenix on Arch Linux

I have successfully installed Phoenix on Ubuntu and Debian via pip
So far, so good.
Now Arch Linux seems to be a completely different story, I always get a 
compile error
i'm not even sure if I installed all the requirements correctly because 
most packages have different names on Arch or dont exist at all:

has anyone managed to install Phoenix on Arch?
I feel like I won't be able to get this working myself
