pip download \
    --pre \
    --trusted-host wxpython.org \
    --find-links http://wxpython.org/Phoenix/snapshot-builds/ \
    wxPython_Phoenix

or grab the latest pypi wheel for the 4.0 installer?

pip download wxPython
