Updates to FloatCanvas

Hi all,

In response to a bug report, I (finally!) did some updates to FloatCanvas.
Nothing big, but it needed a lot of updating to work with newer versions of
Python, wxPython, numpy, etc....

Here's the PR:

I've only tested it with one OS and one Python version, so if any of you
can give it a try elsewhere, that would be great.

@Robin: Even without more testing, I think it's worth merging -- it's
pretty broken as is!

NOTE: it would use a lot more help -- let me know if anyone wants to do any
more testing / updating, etc.
