python XML install problem..

  I am trying to use a package from:
 From Python Cookbook;
     http://aspn.activestate.com/ASPN/WebServices/SWSAPI/pytut

It uses XML package;
    so I got: PyXML-0.8.4

When I try ot instsall in (On WIndows..)
   python setup.py install;

I get:
D:\Temp\Python\PyXML-0.8.4>python setup.py install
running install
running build
running build_py
running build_ext
error: The .NET Framework SDK needs to be installed before building 
extensions for Python.
