I searched for openOffice CLI then i found an article

Here it is specified how to execute open office macro from command prompt
by saving the file as PDF, OOO etc..
I used that to convert wordprocessingML file to doc file.
so finally am able to convert xml file to doc file in 2 steps
1. by using xslt i converted xml to wordprocessingML
2. by using open office converted wordprocessingML to doc.
