If you're using an arduino in place of the digital board, you need to mimic
the same packet structure as the OpenEEG, if you want it to be compatible
with other known software that works with OpenEEG.

If you're hacking something together--you can make your packets look like
anything you want and read out the numbers as integers in a serial terminal
or simply reading from the file with a C program.  I've done this with an
arduino + adc's before

Probably the best option for your arduino hackery is to use Pure Data
(Pd).  You can read in message from a usb serial port with the "comport"
object and build an interface to graph the results (plus all kinds of math
objects are there for you to analyze your data).

Sound like too much work: get the digital board and look for known
compatible software to read the data.
