Note:  There is a problem with using a soundcard for reading EEG's.
Most commercial soundcards will have a high-pass filter on the input
(somewhere below 20Hz), and you will have reduced low-frequency data.

So, before you get started, if you already have the soundcard, do some
tests with a low-frequency signal input and check the characteristics.

Others have implemented a work around by modulating the frequencies
into a higher band, and then converting back to the original
frequencies in software.  This is quite a lot of work, and I wouldn't
recommend it (you could possibly exceed the cost of buying an existing
solution while trying to build this yourself, and at the expense of
your time).
