Firstly the signal will be still too small to capture it properly, note that you are receiving hundreds of micro volts. This sole operational amplifier is not set to amplify the signal into volt level. The ATmega ADC definition is 10b (1024 values) across 0-4V that means one step will be 3,90625 milivolt (0,00390625V). The signal will be still too weak. The active electrodes are only for aqusition of the signal. The signal is sent to the analog/digital PCB board for a reason... Your way you wouldn't have it accurate at all, of course the amplivier can do thousandfold amplification, but you won't avoid artifacts and noise... Of course it is possible to make complete EEG aparatus on head (view OpenBCI http://openbci.com/ ) But with OpenEEG it is not viable. As for the shielding on the electrodes, don't sweat it, I don't have shielding and it works, but I've got high DC noice as I've probably used not so appropriate contact material (silvered brass pins) and I'm not using contact gel. But when measuring alpha waves while sitting still, I can get very good results. You can view my measurement in the documentation on page 36. If you still don't get the idea on how to get it working, just go through the schematics and study some theory of what the used parts represent and what are they doing to the signal.
