First make sure you are looking at the correct mode.  Run 
output-poynting-z or similar to look at the field and dielectric profiles, 
to make sure it is what you expect.

Second, make sure you don't have some units problem in your Silicon_eps 
function that is causing the material dispersion to be much larger than it 
is supposed to be (and therefore to dominate) relative to the waveguide 
dispersion.  Be cautious about the usual confusions about 2pi factors 
etcetera.
