No, a line defect has a genuine band gap below the light cone and  
genuine localized modes, and MPB should work fine.  (e.g. all of the  
examples for slab line defects in our book, http://ab-initio.mit.edu/book 
, were computed with MPB.)

(I'm assuming that your line defect has the same periodicity as the  
slab.  If it has a much longer periodicity, e.g. if you are trying to  
model a coupled-cavity waveguide, then the gap is destroyed by band  
folding and the modes are leaky; in this case you are probably better  
off with Meep.)
