Yes, you can do this by overlapping multiple blocks (of air and/or  
dielectric).  For example, any convex polyhedra should be  
constructible by starting with one block and chopping pieces off of it  
with blocks of air (and other methods could be devised).

(It seems like an interesting abstract-geometry question to ask what  
is the minimum number of blocks, either adding or subtracting,  
required to make a given polyhedral shape.)
