mpb 1.4.2 installation problem

Hello,

I installed FFTW and install directory is /programs/fftw/

# ls /programs/fftw/lib/
libfftw3.a  libfftw3.la  lifftw.a  lifftw.la  pkgconfig


I installed mpb now but error messages:

configure: error: The FFTW libraries could not be found.  Make sure
FFTW is installed, and that LDFLAGS and CPPFLAGS are set appropriately
if necessary.

I changed LDFLAGS is error messages:

# export LDFLAGS=$LDFLAGS:/programs/lib/

checking for Fortran 77 compiler default output... configure: error:
Fortran 77 compiler cannot create executables

What is problem?
