I don't know about Windows 98 but GtkPlot works fine under Windows XP.  I 
use MinGW from the command line without any IDE and it did take a bit of 
tinkering, but I got some code going after a while.  It may be easier to 
work from command line to start with otherwise it may not be obvious 
whether you are debugging IDE settings or problems with the code.  If you 
like I can send you a simple example to start with that works under windows.
