In regards to Endnote 9 and Zotero intercept RIS:

Try saving RIS to hard drive or flash drive and then open it up in
Notepad and save as UT-8 then right click and have Endnote or import
helper import it.

Trick:
In regards to Links:  if your file path changes your links could change.
I know this would happen in PageMaker, what I did for PM was to  create
a separate notepad txt file with the file name of your library.enl as
well as where the path and folder of the link is as you are linking.  I
used to do this with PageMaker so that I could recreate a path that
would read links.  I know you can embed the pdfs if you aren't
interested in editing the file itself.  It was important to do with PM
also if I was sharing it, that way the fonts etc. would import also.
