Rust Backend

Hello all,

I wrote a rust backend [1] for the snowball language, for my own needs.
It is currently tested against eight stemmers and their test 
collections. (french, spanish, german, english, portuguese, italian, 
romanian and arabic)

It is mostly a port of the existing python and java backends.
Alas, the implementation is not complete and a bit rough on the edges.

Before investing more time and energy, I just wanted to ask, if this 
project is still accepting pull-request and if interest for a 
rust-backend exists.
