I don't know if you mean a textual description of the functionality for the algorithm, or the algorithm itself,

but the Tamil snowball algorithm  By Damodharan Rajalingam can be found at the github repository :

It would be of great help if the algorithm used for stemming Tamil words is made available on the website. Tamil is available in the demo section but algorithm is not found.
