The relicensing of Xapian is very much not just about PHP - that's
simply an example of a current licensing incompatibility that
relicensing Xapian would address.
It would certainly be more helpful generally if PHP were licensed
compatibly with the GPL, but this isn't something I have time or
energy spare to attempt myself. If you (or somebody else) wants to talk
to the PHP developers please do.

It does, but only where it explicitly says PHP 4 is NOT dual-licensed:
