Not sure, but maybe nmap tries ping probes if it is allowed to.
ICMP requires raw sockets which require root or CAP_NET_RAW capability.

So my guess is that when you run as root, you start out with a ping,
which indicates the host to be down.
Try 'nmap -P0  -p T:5020,5900 192.168.202.210' as root.
