[GitHub PR #713] Install pluginviewer.8 with --with-dblib=none

Hi,

I have created a pull request on GitHub:

Could you take a look at it?

With --with-dblib=3Dnone, while the command pluginviewer will
be installed, its man page pluginviewer.8 will not. This
patch makes sure pluginviewer.8 also will be installed with
--with-dblib=3Dnone.
