[ANNOUNCE] FireHOL 3.0.0-rc.4 released

I have released version 3.0.0-rc.4 of FireHOL.

As usual, you can get it from the website:
  http://firehol.org/download/releases/v3.0.0-rc.4/

There is another raft of changes in this version, however things should
have calmed down so unless there is any major problems I will release
3.0.0 next weekend.

The main reason for doing an -rc.4 is to give people a chance to adapt
to the additional programs and changed packaging, in particular:

- a set of common functions has been extracted and gets sourced by all
  the other scripts
- the iprange program is now a requirement - follow the links from
  the FireHOL website, or here: https://github.com/firehol/iprange/releases

The configure script has gained a number of new options and where some
values were ignored prioviously they should all now be honoured.

I have simplified the ChangeLog format, since most of the fields were
debian specific before and had no meaning to the project. The redundant
files NEWS and AUTHORS have also gone.

Thanks to everyone who has been involved - there have been a few.
