[ANNOUNCE] FireHOL 3.1.1 and 3.0.3 released

All

I have released versions 3.1.1 and 3.0.3 of FireHOL, with much the
same changes.

Major changes:

- References to ksh have been removed. It was possible to use this shell
  with vnetbuild but all the other programs needed bash anyway, which is
  the preferred option.

- The blacklist command was documented as taking a parameter stateful
  but actually wanted statefull. It now accepts both versions.

Minor:

- (v3.1.1 only) Added a couple of extra IP lists for update-ipsets.

Thanks in particular to Andrey Galkin for spotting and fixing the
blacklist bug and to Kjetil Kjernsmo for noticing that the ksh
dependency was going to cause problems with Debian downstream.
