Please try downloading the latest release candidate from here:
http://downloads.sourceforge.net/ipfilter/ip_fil4.1.32-rc4.tar.gz?use_mirror=superb-west

It compiles without problems for me on:
SunOS sb2000 5.10 Generic_127127-11 sun4u sparc SUNW,Sun-Blade-1000

$ which gcc
