Can IP Filter do Connection Throttling/Shaping

     I can't find any documentation on it and I don't remember reading about
it, but then I wasn't looking for it before, can IP Filter control the through
put of connections?  Can I put a rule in that says a certain IP address with a
specific protocol is limited to 50Kbps or something similar?

     I've been asked to look into being able to adjust the through put of
specific protocols through our firewall.  Any good information on the subject
would be greatly appreciated.  Thanks.
