Fair enough. I appreciate your help to get to this point, at least now
they're treating it as a bug and not telling me to keep increasing the size
of the state table :).

They think it might be related to:

	6935596 Sometimes IPF blocks TCP connect requests (SYN) for 1-4 minutes

Dunno, guess we'll see. I'll pass on a request for them to expedite your
contract negotiations ;), not that it will come to anything...
