WPA not working, appears as WEP

Hi Several devices (windows, nokia) claim that my m0n0wall-generated WPA wlan is in fact a WEP wlan. Other WPA wlans are recognized correctly by these devices. The config looks ok though: $ cat /var/etc/hostapd-wi0.conf interface=wi0 driver=bsd logger_syslog=-1 logger_syslog_level=2 logger_stdout=0 ssid=xxx wpa=3 wpa_key_mgmt=WPA-PSK wpa_passphrase=xxyxxyxxy wpa_pairwise=TKIP CCMP What can I do to fix this?
