VoIP likely isn't going to create bandwidth contention. If you have so
much VoIP that it alone is going to routinely saturate a T1, dedicate
a T1 to the VoIP. The previous point still stands, the TCP traffic
will get throttled down accordingly to leave bandwidth for the
priority services.

If you have some service sending huge amounts of low priority UDP from
the Internet to you, then you're screwed without shaping at the ISP's
end since there is no other way to throttle that.
