Traffic graph

Good eve, 
 
One question, is the traffic graph showing the traffic on the WAN scaled
according the settings under downstream- speed and upstream- speed
(traffic shaper) or is the graph showing really the actual up and down
stream kbps?
 
Why I am asking that is, because according to the graph, my ISP is not
giving me enough band- with for what I am paying for.
