Traffic shaping is tricky but does work.

Target: high priority queue name
Interface: WAN
Source: any
Destination: any
Destination port: 22-23 (ssh&telnet)
Direction: out

See if that helps.  We named our queues "Up ..." and "Down ..." to help tell them apart.

You would need to set up another rule for "normal" traffic to get everything else shaped, and matching "Direction:in" queues as well.
