TTL of 0 for DNS forwarder overrides

I did not really pay attention before, but I am curious why override entries on the DNS forwarder page use a TTL of zero?  The obvious answer would be that changes take effect immediately, however, it seems like this would also generate a lot of extra DNS traffic for frequently used hostnames.
