I have something similar to this. What I did was I set the channel for the
wifi access point to use static channel lower than channel 10 and it solved
my problem.

I have seen this before.  It has to do with the Android connecting, failing
to get a response from the "am I on the Internet" server, and falling back.
Sometimes, you can send the web browser to
https://192.168.1.1:8000 and log in...  Alternatively, you could try and
find the "am I on the Internet' sever and allow it.
